The College builds its activities on democratic principles, leadership by management, data-driven decision-making based on reliable performance analysis, and the involvement of all staff in the management process.
To strengthen and expand the College’s position, an innovative approach to forming management policy is required. The main goal of management policy is to create a sustainable, highly professional teaching staff through the preservation, renewal, and development of human resources that ensure the achievement of the College’s strategic objectives.

- Systematic approach — continuous and coordinated implementation of personnel management measures ensuring stable and innovative development;
- Efficiency — rapid response and adaptability to changes in the external and internal environment;
- Comprehensiveness — coordination of actions among College departments, identification and support of their staffing needs, and formation of a personnel reserve;
- Unity — reliance on a culture of constructive and tolerant interaction among employees and departments;
- Transparency — timeliness and clarity of personnel policy measures, development of a feedback system with faculty and staff;
- Innovativeness — development and implementation of new human resource management mechanisms and the use of best practices from other educational institutions.
Implementation of the Principles
The principles are implemented through:
- the development of strategic goals in accordance with the College’s activities based on scientific forecasting, and the development and use of modern teaching methods and process management;
- the creation of a favorable environment for effective functioning and continuous improvement of the quality management system for specialist training.
Strategic Goals of the College
The strategic goal of the College is supplemented by targeted objectives, taking into account the specifics of graduates’ professional activities and the requirements of modern life:
- Orientation toward new generations — effective use of information technologies for student learning and communication, delivery of educational content in small segments, use of infographics and short videos, prompt feedback, support of learning motivation, continuous student engagement and support;
- Preparing students for success in life and profession — formation and development of professional skills (hard skills), general skills (soft skills), and metacompetencies (e.g., self-discipline, creative thinking);
- Adaptation to a changing reality — providing students with the opportunity to independently choose their learning trajectory, using diverse and interactive teaching methods depending on students’ characteristics, interests, and course content;
- Use of information technologies for development and learning — reasonable and effective use of digital tools in education, enabling students to apply information technologies in individual and group work to develop digital literacy and professional competence;
- Teaching how to learn — developing the ability to learn and acquire knowledge, solve problems in collaboration with others, independently determine educational needs, set learning goals, and responsibly achieve them;
- Teaching practical work skills — developing critical thinking, the ability to identify and solve problems independently, work in teams, adapt quickly to change, function in crisis situations, and possess relevant professional knowledge and skills.
Key Objectives for Achieving the Development Strategy Goals of BTC
To achieve the goals set out in the BTC Development Strategy, the following key objectives must be addressed:
- improving the quality of educational services;
- ensuring alignment of the education system with the country’s scientific, technological, and innovation policies;
- providing educational services that support lifelong learning;
- modernizing the educational, methodological, and material-technical infrastructure of the College;
- ensuring comprehensive mastery by students of all types of professional activities related to their specialty, and the formation of general and professional competencies required for practical work;
- improving staff qualifications and enhancing the training level of engineering and pedagogical personnel;
- improving the financial support system of the College;
- systematizing quality management of education at BTC;
- undergoing the procedure of independent institutional accreditation.
