International Higher School of Logistics

            The establishment of the Logistics Department at the I. Razzakov Kyrgyz State Technical University in 2011 as a center for education, research, and practice in logistics was an important strategic decision.
   The development of the State Educational Standard for Higher Professional Education in Logistics made it possible to begin training bachelor's and master's degree programs.
    The logistics profession has become in demand, with the number of students, practitioners, logistics centers, and associations rapidly growing. In 2022, the International Higher School of Logistics (IHSL) was established on the basis of the Logistics Department. It offers bachelor's, master's, and PhD programs based on the professional competence of the Bologna Process credit system, integrating with the expectations of logistics companies.
     Infrastructure support for the educational process and student mobility to universities in Hungary, China, the USA, and Germany are being strengthened. We have established strong partnerships with local universities and logistics companies, as well as universities in Germany, France, Hungary, Russia, and Kazakhstan, the World Bank, the Japan International Cooperation Agency (JICA), and the German Society for Technical Cooperation (GIZ).
    Our faculty enhance their capacity through the European Union's Erasmus+ project, also participating in forums, conferences, and seminars on logistics.
    Akylbek Saparbekovich Umetaliev founded the Logistics Department at KSTU and currently heads the International Higher School of Logistics. He managed the World Bank project and founded the Public Procurement Training Center. He graduated from the Russian Presidential Academy of National Economy and Public Administration, the York University Business School in Canada, and the World Bank International Training Center in Italy. During his tenure, he has implemented the following projects: Erasmus+ "Creation of a Virtual Laboratory for Modeling Logistics Processes" (8.2 million soms); The World Bank's "Procurement Research Center" (4.3 million soms) and RECA GIZ's "Food Production Logistics" (2.5 million soms). He is also the Chairman of the working group developing the National Concept of Cooperative Higher Education (KVO or dual) in the Kyrgyz Republic. By decree of the President of the Kyrgyz Republic in 2023, he was awarded the Dank Medal for outstanding achievements in the development of logistics. He holds a Doctor of Economics degree, a professor at KSTU, and an Honorary Doctorate (Honoris Causa) from the University of Miskolc, Hungary. He has published one monograph and three textbooks, including one on logistics with a circulation of 2,000 copies as part of a RECA GIZ project (1.0 million soms). He has published 38 articles, nine of which were published internationally, two of which were indexed in Scopus. He has established strong relationships with universities in the USA, Russia, Germany, Hungary, Kazakhstan, and Uzbekistan, as well as local transport and logistics companies.
