  1. Automation and digitalization of municipal enterprise services:

To improve the performance of municipal enterprises (MEs), new software has been developed for the automation and digitalization of ME services using a billing system. 

This software is used for the following sector:

  1. "Provision of drinking water services";

  2. "Provision of irrigation water services";

  3. "Solid waste disposal."

 

  1. For the purpose of effective operation of the rural water supply system, an automated table has been developed for: 

"Monitoring the performance indicators of municipal water supply enterprises."

 

  1. In order to improve the record keeping of municipal enterprises (MEs), a new:

"Consumer’s book regarding the rights and obligations of the parties between (ME) and consumers."

 

  1. To improve the quality of work of institutional development staff, the following has been developed: 

"Action plan and step-by-step matrix of measures" with template documents for working with regional and district administrations; ayil okmotu, local communities, local council deputies, village activists, non-profit organizations, and municipal enterprises (MEs).

  1. New instructions (technical specifications) for connecting households to the water supply system have been developed, designed, and agreed upon.

 

  1. Introduction of a methodology for the construction of drinking water supply systems in villages. For the effective operation of the constructed drinking water supply systems, proposals have been made for the construction of butt joints:

  2. Connection of polyethylene pipes. According to regulatory documents, butt and socket (socket and electrofusion) connections are permitted. As experience with the operation of water supply systems on previously built systems has shown, about 90% of accidents occur at pipe butt joints. During repair work carried out by municipal water supply companies, socket-and-sleeve and electrofusion joints were used. At the same time, no accidents have been recorded in areas where socket-and-sleeve and electrofusion joints have been used, which allows us to conclude that the use of these types of joints is appropriate. 

    Socket-and-sleeve and electrofusion joints are planned to be used when crossing motorways and railway tracks, over irrigation canals, bridges, narrow streets, mountainous terrain, near power substations, transformers, power line supports, cattle burial grounds, etc. in all areas where pipe breakage is unacceptable and could lead to high costs for repairing accidents.

 

  1. Administration of a contract for the development of training modules for drinking water suppliers (2018):

Management of a consulting contract, under which needs were assessed and nine training modules were developed for training of CDWUU and LSG employees. Control of deadlines, quality of materials and reporting was ensured, as well as support for the preparation of training for trainers in accordance with World Bank requirements.

The modules developed covered the following topics:

  1. Operation of rural water supply systems

  2. Connecting private houses to water supply networks

  3. Economically justified tariffs

  4. Working with water service consumers

  5. Financial planning and organizational development

  6. Basics of accounting and taxation

  7. Economic sustainability of municipal water supply enterprises (MWEs)

  8. Water disinfection with chlorine

  9. Drinking water quality testing

  10. Development of the Law of the Kyrgyz Republic "On Drinking Water Supply and Sanitation" (2020–2023):

I participated in the development of the concept, structure, and text of the draft Law of the Kyrgyz Republic "On Drinking Water Supply and Sanitation," including analysis of current legislation and identification of legal gaps.

 

  1. Participation in the development of regulatory and technical documents (SNiP) in the water supply and sanitation sector (2020–2023) Development of improved versions of regulatory technical documents (building codes and regulations) used for the design and construction of water supply and sanitation facilities (WSS), in collaboration with the Keremet Scientific Institute, in accordance with the Technical Specification, the following regulatory and technical documents (RTD) were developed:

  • Rules for Construction standards (CS) KR 40-02:2022 "Water Supply. Outdoor Networks and Facilities" (corrections and additions to the current Technical Specifications (TS) to SNiP 2.04.02-84* "Water Supply. Outdoor Networks and Facilities" as of 2010);

  • Construction standards (CS) KR 40-02:2022 "Water supply. Outdoor networks and structures" (updated and corrected; based on the technical documentation of the Russian Federation (SNiP 2.04.02-84* (2009) and CN 31.13330.2012 (2013) and Republic of Kazakhstan [RK] (SNiP RK 4.01-02-2009 (amended in 2010-2017));

  • CS KR 40-03:2022 "Water disposal. Outdoor networks and facilities" (updated and corrected; based on the regulatory and technical documents (RTD) of the Russian Federation (SNiP 2.04.03-85 (1995) and CN 32.13330.2018 (2019) and RK (SNiP RK 4.01-03-2011 (2019));

  • SN KR 40-04:2022 "Water disposal in settlements with a population of up to 5,000 inhabitants and recreational facilities. Design standards" (new development - completed for the first time).

The final versions of the RTD are currently awaiting approval by order of the State Construction Committee of the Kyrgyz Republic.

  1. Participation in the establishment and launch of a Training Center at the Kyrgyz Engineering and Construction Institute (KECI) at the Kyrgyz National Technical University named after I. Razzakov (Department of Water Supply and Wastewater Management):

As part of the institutional development of the water supply sector, I took an active part in the establishment and organizational launch of a specialized Training Center based at the Department of Water Supply and Sanitation of the KECI at the Kyrgyz State Technical University. The center is focused on:

  • training new specialists for the water supply and sanitation sector;

  • improving the qualifications and retraining of employees of municipal water supply enterprises (MWEs) and other service providers;

  • conducting training, short-term courses, and certification programs on the operation, management, and maintenance of WSS systems.

The work included coordinating interaction with the university, developing training programs, identifying priority areas for staff training, and ensuring the institutional sustainability of the center's activities.
